New Telecommunications Policy
Effective February 1, 2008, a new University telecommunications policy will provide eligible employees with a telecommunications allowance. University-provided cell phones, out-of-pocket reimbursements, and direct payments to vendors for telecommunications services will be eliminated. The telecommunications allowance is a taxable benefit to the employee.
The change to providing a telecommunications allowance will give eligible employees the benefits of freedom of choice and personal responsibility for their cell phone plan, data plan and home-based Internet services. It will greatly simplify the entire cell phone program and enable us to avoid entanglements with IRS rules regarding detailed documentation for each business call, and the taxability of undocumented business calls.
Effective January 1, 2008, requests for new cell phone service, equipment or upgrades will no longer be processed. Employees who currently have University-provided cell phone service will receive procedures and a timeline from Information Technology to transfer to an individual subscriber plan.
Employees not receiving an allowance can continue to be reimbursed with appropriate substantiation and approval, refer to Financial Policies, Travel and Entertainment Section 14, for necessary business calls using a personal cell phone.
